  10. Create cooperative security structures with inclusion and without exclusion of neighbours (e.g. geographical Europe includes at least Russia and Turkey)<\/li>
  11. Improve international understanding (e.g. youth exchange, cultural exchange)<\/li><\/ol>\n\n\n\n
